The tutorial states van capacity

The Level 1 message says vans can occupy a maximum of 6 people. The upper area contains the passenger queue and parking spaces; the lower area contains vehicles with arrows. Check the front passenger colors and the exit path before selecting a vehicle.

Direction and color solve different problems

A correctly colored van may still be blocked by another van. First trace the arrow into clear space, then consider whether that vehicle serves the front of the queue.

Keep parking available for the next useful color

Levels 2 and 3 show parked colored vans and a Left counter for remaining passengers. Extra bays display UNLOCK. Do not plan around a locked bay as if it were already usable; inspect the current parking row before sending another vehicle out.
